Please address four technical specifications from your four disciplines (structural, geotechnical, environmental, construction, hydraulic, hydrologic and stormwater, transportation, and surveying/geospacial).
Reports, specifications, drawings typically go through a number of internal and external reviews before they are complete. Formal review at 30%, 60%, and 90% is common. Your team should conduct its own internal reviews before submitting this 75% review document. Your team should prepare this document as "100%" complete, with no additional work required on your part. However, comments and markups by the final review team (in this case your instructors) are likely and should be addressed by your team for the final submittal.
General guidance and a white paper on preparation of contract documents can be found at Preparing Contract Documents. Links to an external site.
Guidance on the preparation of technical specifications can be found here Preparing Construction Technical Specifications Links to an external site..
Contract documents typically include "General Conditions of the Contract" (GC's), which would be included without changes in the contract documents, or, more efficiently, included by reference. For this assignment include only the first page of the GC's with a statement indicating they are included in the contract "by Reference". It is sometimes possible to modify parts of the GC's in the "Supplementary Conditions"(SC's).
Much like the GC's, most of the SC's are included in the contract documents without change. For this assignment include the first page of the SC's with a statement that they are included by reference. However, be sure to include all SC sections that you must modify for your project.
Specific guidance on preparing contract documents using particular document sets can be found at the following links.
Default - Wisconsin Department of Administration Documents. All Projects shall be completed using this set of documents.
First - Review this Wisconsin Department of Administration development manual. it provides detailed instruction on how to prepare and assemble the Documents.
The Wis DOA facilities development manual can be found at this link DOA-4192P GPC Manual for Specifications (1).docx Links to an external site..
The pre-printed Wis DOA contract documents are located here GPC Preprinted (Read-Only) Documents.pdf Links to an external site..
Standard Wis DOA technical specifications are at https://doa.wi.gov/Pages/DoingBusiness/MasterSpecsDesignGuide.aspx Links to an external site..
A separate appendix is to be included with the estimate of probable costs, schedule, and ABET calculations (these would not be part of a project manual for contractor bidding).
Two examples of high scoring Front End, Technical Specifications, and Drawings can be found here Links to an external site., and here Links to an external site.. Note this submittal does not include the Drawings as shown in these rubrics and documents,
Two examples of professional bidding documents can be found here Links to an external site..
ABET Calculations should be provided as an appendix. Examples of ABET Calculations can be found here Links to an external site..
The rubric will be used to evaluate this submittal and is identical to the front end and technical specifications portion of the 100% submittal rubric. Use this rubric as a guide as you prepare this submittal.
